Nothing personal Craig, but generally I do think that any 'modern' with a nil rate road tax is utterly bonkers

Diesel cars registered between 1st March 2001 and 31st March 2017 that produce less than 100 grams per kilometre of CO2 are exempt from road tax. More reason for me to keep our diesel Mini, doesn’t cost much to insure and over 50 mpg what’s not to like However it’s not ULEZ free though

I've started to make more use of the SORN facility to keep costs down a bit on the Morgan and motorhome. I'm a mostly fair-weather Morgan driver (although not exclusively) but there's usually a couple of months a year where previously I would have used it for one or two days that I now keep it in the garage.

It looks like Germany is considering/proposing to change its emissions standards on used cars and test them on the equivalent of a full load going up a hill, if this revision goes ahead then most likely all Euro 5 and prior cars plus many Euro 6 diesels will fail emissions standards, looking at removing upto 8 million cars off the road.
If the revision goes ahead, it seems it may gain further support across Europe and might well finish up here. Its only a matter of time, before the ICE is killed off and force everyone down the EV route. Increases in RFL and charge per mile are only a small selection in the Government's opportunities of getting ICE off the road

No governing body can force a test for which something was built without that mandate at the time manufacturing, which of course guarantee a fail. Lawyers would have a field day. It would be no different than raising the legal driving age to 25 and then revoking said license from anyone who's already passed but is younger than 25.

Most used cars I would suggest may struggle to meet their emission standards from new, so all they need to enforce is the car's quoted manufacturers emission standard . Especially interesting when many were established in an artificial lab environment, not the real world and more recently cheat software was installed. Just a change in tyres, poor service history, dirty injectors, ineffective cats and oil/ fumes recycling system etc., and most likely he car would fail to meet its quoted manufacturers emission standards. Don't need to do much more than require they meet their manufacturers emission standard. This is being considered in response to Germany failing to meet its clean air/climate change obligations and EU directives etc, so they may find that the Courts maybe supportive of the action they are taking to meet legal obligations. Apparently in Germany, motor vehicles contribute significantly to pollution. Most of this comes from passenger vehicles like cars and buses, accounting for 45.1% of emissions. Trucks carrying freight contribute another 29.4%.
