Peter that doesn't surprise me in the slightest. I had an absolutely brilliant young Aussie worked as a barman for me for a year about 12 years ago. He has since taken the family business over from his pa - Coastline BMW - the concession for the sunshine coast. On the occasions I've caught up with him over the years since I've found it fascinating and perhaps even reassuring to hear him talk about his business. It seems that contrary to the stereotypical british view about laid back easy going aussie way of life, the australian administration is incredibly arsy, and running a business down under is every bit as blighted by red tape & buggeration factor, & in some cases even more than it is over here in europe. Thats because the Australian Gov gets all it's good ideas from the English Gov

You should try Italy. Here the regulations are based on the idea that everyone will try to get around the regulations. In order to stop this there are regulations for every little thing, often complex, confusing and contradictory. This in turn encourages everyone to try to get around the regulations. It is a vicious cycle (not circle) that just gets worse as the years go by and more regulations are added.
Hopefully the emergency government and the minister for simplification will actually be able to achieve something before the self interested politicians take over again.

wasn't it babylon that collapsed due to too many rules from the government history repeating europe for sure is going down due to willing to be "correct" in too many ways too much rules is also a form of decadence imho edit: therefor: my licenceplate on the 3whlr: 9-MOG-666
