You should try Italy. Here the regulations are based on the idea that everyone will try to get around the regulations. In order to stop this there are regulations for every little thing, often complex, confusing and contradictory. This in turn encourages everyone to try to get around the regulations. It is a vicious cycle (not circle) that just gets worse as the years go by and more regulations are added.

Hopefully the emergency government and the minister for simplification will actually be able to achieve something before the self interested politicians take over again.
