According to my notes the base plate should start moving around 5 inches Hg and reach the full movement at 15 to 17 inches Hg. May be a coding on the diaphragm to denote the start finish and advance 5 inches of Hg is just about manageable for the average human, but not much more than that, so the test by sucking may not be conclusive.

I measured mine today and found that it begins to move at around 6" and is fully advanced at around 15" so I guess it's in the right ballpark.
I stripped the distributor too and nothing is binding all seems to be ok.... so far so good
