I don't know enough about consumer law, but knowingly taking a deposit, before an insolvency of that size, does suggest an offence by an individual of some sort?

Even if it's not illegal it's certainly morally wrong........ assuming that used car salespeople have morals.........🤷🏻♂️😁
Do the new owners pay off the debts and take ownership or does the responsibility remain with Richard Thorne.....🤷🏻♂️

Depends. Assuming it was a Ltd company, if the new owners bought the company's shares, then the company is still trading and has to satisfy its contracts, despite the change in shareholders. If the new owners only bought the assets off the original company, including the name, but not it's liabilities, then the original company remains responsible to those customers.
If the original company was in administration, any funds it has, including the proceeds of any asset sales by the Administrators, must be used to satisfy its debts. But, the government must be paid first for any backlog in VAT, taxes and National Insurance. Secured creditors also collect their money (e.g., mortgages), before unsecured creditors (customers and suppliers).
Rarely, but it can happen, if it is shown the previous directors are guilty of wrongful trading (simply, continuing to trade when they knew the company would be financially unable to meet its obligations), it may be possible to include the directors personal assets in any claim against the company. This is difficult to achieve, but has been done. I think something like this happened the last time Norton went bust, a few years ago.

Thats frustrating, RTCC owes us over £2500.00. No wonder they have been dragging it out for ages, must have knew it was coming for a while.

Firstly, belated welcome to TalkMorgan on your first post. Secondly, there is a specific thread for people owed money by RTCC here: talkmorgan.com/ubbthreads.php/ubb/showflat/Number/836485

My car is due a service - has anyone visited New Elms (Reading) since the transition from RTCC? If so, has it been a positive experience?

I recommend both if you don't fancy a trip through Reading!

My Plus 8 has just returned from it's annual MOT and service and I'd say it's business as usual from a servicing point of view.(I think it's the 13th year, I bought the car when it was RTCC). Albeit my car had an extended stay this time around while some extra bits and pieces were attended to, but that wasn't a problem. The team were very helpful and George saved me a few ££ by continuing to dig to acquire some replacement sensors at more customer-friendly price than available through mainstream sources. With it being in for an extended period this time, they proactively sent e-mail updates to keep me informed, without my prompting. No complaints at all and I'm booked in for next year.
Pleased to see we still have this option available to serve the Morgan community, and hope it can go from strength to strength
Rich
