Speed cameras use a different system to ANPR, basically speed cameras use either Radar or Laser that detect the vehicle even cycles but ANPR uses infra red that relies on reflection of the number plates. Generally black and white plates don't give enough reflection.

I was in mid wales in the 1980 +8 last year quiet country road along with a friend in his S2 E Type. A group of cyclists berated us for polluting the planet.
