Something that might be of interest. Back in early 2014 I had a chat with a couple of the engineers that had been involved in the design and testing of the urban cooling fan system. Something that had been a pleasant surprise for them during their testing was that when the car is travelling fast enough for the fan to be switched off there is considerably better, as in more even, air flow around the cylinders than without the cowling leading to better cooling of the engine than without. This was very much not something that they had expected but were very happy to find and would suggest that having the fan running when the car is moving much above walking speed would be pointless and possibly counterproductive in a narrow speed band between walking speed and fast enough for any air movement it produces being overwhelmed by the overall airspeed. Herrie, your "always on" fan in the mountains may be due to the Emerald only reading the cylinder head temperature which will always be very hot, and you might be better delving into the Emerald ECU manual to work out how to get a speed signal into one of the unused pins so as to control the fan in a similar manner to the S&S/Morgan ECU. Simply having it on a switch to be activated when in traffic might be simpler and just as effective.
