Apologies for suspecting the TSM unit Biggle but it is notoriously unreliable. Applying a bit of logic pretty much the only component that would cause your issue are the diodes fitted to loom side contacts on the 12 pin instrument switch connector. Specifically pins 8 and 9. You haven't said as far as I can see which side is not working when hazards are selected but if its left check diode attached to pin 8 if right, diode attached to pin 9. These are needed to isolate left from right indicator feeds when hazards not in use and I suspect one has gone open circuit. Note polarity if replacing - the wiring diagram shows black marked end (cathode) connecting to each of above mentioned pins. The other ends go to a common pin on connector probably pin 6, but this will be obvious when viewing connector.
