Now I like a bit of artwork and understand creative artistic licence but blimey those flat rad windscreens are low

The ground is sloping.
In fact the pavement is raised at that spot.

I agree....a dreadful cover. Mind you, apart from a couple of TM contributors articles, the rest of the magazine was pretty poor too.
