Lovely. A piece of automotive sculpture.
Looks to me like the work of Parisien coach-builders Figoni et Falaschi (sometimes unkindly nicknamed Phoney and flashy).

And I think the chap nearest with his back to you is the BOC Chairman, Charles Trevelyan.
His mother, Prudence Fawcett, was the first to compete in a Morgan at Le Mans (pre-WW2).

The Bugatti was a replica of the Shah of Iran’s type 57 restored and built by Ivan Dutton once of Morgan three wheeler fame.
