Like you I have not been able to source neoprene locally.
In the meantime, I would prefer to use a less rigid solution to allow for maximum compression of the rebound spring. I have gone with leather, bearing in mind, that I will need to change them before they rot. Another option is to look for rubber concertina tubes from steering racks etc. you can see why DaveW is an advocate of neoprene.
