I don't think that is a second caliper. It appears that he has fitted brake disks with separate Bells and painted them blue. I beleive what appears to be a second caliper is actually the brake disk bell.

Its not a second Caliper, if you look closely at shots of each side the front Hubs (bells) have been painted in matching colours with the Calipers.
