I would be interested...from a US perspective, what this all amounts to?
Seems like the Certificate of Conformity is similar to our Certificate of Title - which amounts to little more than a piece of paper stating that you own the automobile. On the title there are necessary pieces of information about the car such as make, model, color, VIN, etc....but wheels/tires??? I couldn't imagine that mattering on a "used" car. Once it's changed hands, who's to say it hasn't had a new wheel/tire package fitted to the new owners taste?

I find the differences in a lot of our motoring laws, etc. really interesting.
