I am not sure at what point a "wind deflector" becomes a windscreen and needs wipers.
In the UK, it's quite simple. An aero-screen or deflector does not need wipers, if you can see the road past it without looking through it. If you have something at the front you do have look through to see where you are going, it's a windscreen and needs washers and wipers.
