I am fairly sure this means that if you have HID headlights you have to have wipers / self levelling. I went through all this with my Lotus Europa S (the VX 220 turbo in Lotus clothes, not the 60's/70's one) that I fitted a set of HID headlights to as the originals were so dim. The MOT man didn't like them as there was no headlight wash but I managed to bluff it as there were not too many Europas about to compare it with. Getting the Grinnall Scorpion (another 3 wheeler) I had MOT checked was always fun. Once you found somewhere that agreeded to test it they insisted on checking the brakes in the rollers and, being fairly light, it usually jumped out and headed for the nearest wall. I imagine the Morgan will be a similar story, once I find some where that will test it.
