Just measured the distance from the back face of the wheel rim to the padded scuttle edge: 7.2cm
Moving the wheel back by 2.5cm or 1" would not make the gap too small and would make a big difference to arm comfort.
I have quite small hands so for me moving it back 3.5cm would be fine, but not for all.
