All I can think of is a cable tie on the head rest shaft close to the bottom, push them down to the exact position you want/comfort etc. and then remove them and you have the position at the bottom of the cable tie where you want to stop the head rest shaft entering the socket. You then need to fashion a 'stop' that's small enough to pass through the trim ring and yet big enough to stop the head rest shaft going down further. My mind is thinking a flash of arc weld to make a 'post' in the swaged part of the head rest shaft (the trim ring is oval the head rest shaft has a pressed swage, I would look to see if I can put a large weld spot in the recess of this swage?) Of course check it out first. If you cant get a cable tie in as a marker you could use engineers blue on the head rest shaft or Tippex to see what depth its been scraped off to perhaps?
