Ref DFT, check the rotational position of the electrically heated bimetal coil assembly. There are three positions depending on the ambient weather and how soon one wants the chokes to come off. There is a pointer on the case of the bimetallic that indicates its rotational position. Check yours.
You can remove the bimetallic case and see if the levers are free, but only as a last resort!

(PS I run a DFT32/34 on my 2.0 Zetec just 130 bhp then!)
