It is not just Italy. There are quite a few other countries where big, powerful engines are actively discouraged by government regulations, taxes, insurance etc.
I can't help feeling it is a little bit like saying "If you need to ask how much it is you can't afford it." I also feel it is a bit of "We don't make it because there is no demand. There is no demand because we don't make it".
Homologation of variants costs much less than a new homologation. If it were not the case I wonder if the new Plus 8 would ever had been made.
