It is quite common even big firms did it though not in the UK.
When my present company merged out of various companies including BASF Drucksystema the BASF sites in Italy & Spain shut for 2 weeks. The Italian site produce c 60,000 t pa of ink & resins so not small fry.
As I am VP Ops they now stay open.
