Possibly the float/sender unit in the fuel tank sticking. I had this with my Mercedes G-Wagon. The other possibility, which is much more straightforward, is that the gauge itself is sticking if it doesn't ever change which is a simple matter of replacing it or having it repaired by a gauge specialist.
