Hi Bud, it only applies to the latest type of filler, my 2005 car had a different cap where you unlocked the outer and that was it. The latest caps the outer just unclips and the key fits an inner removable part, behind which is this ring.
Mind you, on the older one, when I had slow filling, I found that the little gold coloured flap that was spring loaded behind the hole was also sticking. I used wd40 on that and that helped alot too.
