I did say oik and I shouldnt have done. To be a bit more thoughtful, I reckon the issue in the UK is a combination of poor education and individualism. The guys doing these sort of jobs have to make decisions or want to make decisions to assert / express themselves and simply arent equipped with the knowledge to do so.
