when laying up a boat the usual advice is to brim the fuel tank because that means less moisture containing air. The problem being that the alcohol in the fuel absorbs water from the air. But then boats are outside.
I have never bothered with cars and never had a problem. Nor would I bother with blowing up tyres. Again no issues and we have had two toy cars in winter storage for the last couple of decades
The one thing I wouldnt do is to start up the engine regularly. I did that on a Stag and knackered the bearings because in between starts the oil would drain and the feed to the farthest bearing from the pump took a few moments.
