You are right that the US VC program does benefit innovation and create wealth. Recently France and the UK have seen a significant growth in local VC activity.

Whilst they are tiny compared to the US there has been a good increase in the rate and applications. Cambridge has done a good job of building an incubator program in recent years as well.
