I do not condone rape in any way and obviously I was not party to this particular conversation, but I have to say that I have often seen young women dressed in a way that is bound to attract, sometimes unwanted, attention. Whilst it should be possible for anyone to dress however they like at any time even a lamb would have more sense than to enter a lion's den late at night.
If men are not able to control themselves and therefore force themselves on women, then that is ONLY the fault of the men.
"She was asking for it, with the way she was dressed" is NEVER an excuse for rape.
