My reading of it is that the Healeys (and my old mog) will be fine. Not being able to apply for one means you are not required to have one. The only restriction is that, not having one, you can not enter major city centres e.g Paris, Lyon, during weekdays. However after 18:00 weekdays and on weekends you can. Post 1997 cars will need one, old cars will not.
That's my understanding having read the rules in German but not in French or English. I will put the rules to the test in July.
