I think it is absolutely positive that penalties do not only apply to the locals but to foreigners too.
We had many incidents when drivers of neighboring countries were simply ignoring traffic regulations. Since they get their speeding tickets sent home, things have changed much to the better.



Couldn't agree more but of course none of us are infallible!
My beef, and it may just be a problem of perception, is that foreigners in the UK get away with it whilst Britons abroad get jumped on from a great height with considerable zeal!
