I would imagine it was built for someone that was in need of the aids but can no longer manage to drive for some reason or another, this is too specific to readily sell on the open market and represents a lot of stagnant money.
Very similar in many ways to the one Krazy Horse built for one of our colleagues who needed a bit of help.
