Great write up , and sorely needed for many cars of that era I fear. I think the post chromed steel replacements are very prone to such corrosion.
I would agree with most of your steps, you can try a MILD alkali like sodium bicarbonate but be very sparing with it , as strong alkalis are aggressive to aluminium.
The last step of a clear lacquer is probably one of the most important . By eliminating the oxide layer you expose the surface of the metal , and this is likely to be reactive and will oxidise. , I would certainly recommend using a clear lacquer to protect it.
I am afraid that my knowledge of aluminium compatible coatings is now about 15 years outdated , but I am sure you have found something suitable.
