Well I tried my friendly local engineering firm. They have had a go at making a similar bracket. The U shaped part (the bolt) is easy enough but the top part of the bracket is stamped out on a machine. They tried fabricating this by cutting and welding but the result is not as good and more expensive, so it's a non starter from their perspective.
I will try another company that will have the appropriate "stamping" machinery but I suspect they will be rather more expensive.

Hi all,
I tried the same with a small local workshop who made me my toolbox and some other bespoke parts in stainless steel. But they declined, because to make the saddle it seems that some special tooling they don't have is requested. Anyway it is cheaper to buy from USA even if P&P is enough expensive.
The stainless steel U bolt part is no hard to find as it is often used in industry to fix pipes.
