Be cheaper and more sensible just to teach people how to drive, rather than how to pass a test...
Graham, you have come up with the explanation as to why it wasn't necessary to pass the test in Ireland to be allowed to drive on your own. Better to know how to drive than to pass a test....mind you I am not sure if this always worked out in practice. Of course the bureaucrats have now caught up with this aberration.
