If it was air in the system, the pedal would likely move much further. Is it possible there are two separate issues here? A seized/corroded rear cylinder and a broken return spring on the brake pedal?
If it's the rear brakes (plural) not working I'd have thought it's more likely to be a seized master cylinder. The return spring's been broken for years on my pedal without causing any problems.
