Yep, perfectly normal and other than rubbing off a little bit of underseal, no harm done. The inner valance is stainless steel anyway and there aren’t any sharp edges, if I recall correctly, it’s the bulge where the steering shaft comes through where the contact is made.
Plant the throttle and dump the clutch, then you won’t need full lock.
