In that case, it sounds like the pawl at the bottom of the hand brake is not engaging with the toothed quadrant, usually due to wear.
Gearbox tunnel off job I'm afraid.
If the wear is not too bad, you could have tidy up the teeth and pawl with a file. However a new quadrant is available from Terry Foxen at GEE
