I thought the Euro NCAP tests were not mandatory, so with the high costs involved I assume MMC won't offer it for testing

I think Morgan uses the small series manufacturer exemptions that are limited to 500 units. There were moves to reduce this to 50 units but obviously that has not happened. Under these rules the vehicles are homologated using engineers certificates. I believe Lotus use this system on some of their models too.
