The EU is going to make this mandatory on new cars I understand. Whether or not we remain in EU the UK will have to comply or risk being unable to sell cars to Europe.
It should be noted that this is still just a proposal and would have to be approved by the MEPs. I suspect, however, that it is likely to happen. I also suspect that it will have the effect of limiting the sales of super powerful cars in Europe. Already it makes little sense to have a car that can break the speed limit in less than 3 seconds after the traffic light turns green.
