It is not possible to get the wheel even a couple of millimeters on if the wheel is not 'clocked' correctly to the steering shaft. One of the splines is double wide, so only when the wheel is turned to the correct position can you get it on the shaft.

I believe the issue people have is that they are not pulling back on the release flange properly when inserting the wheel, so it does not go fully 'home', though it can feel like it.
