I have a Friend that ordered a 2019 +4 Roadster U.S. Kit. It comes with a 13" Steering Wheel. The smallest I have used is a 15" wheel. Looks to Me that 13" is too small. What say TM?
It will have the electric power steering (assist motor on the column) so turning with a 13" wheel won't be difficult
I'm not enamoured with the PAS on the Roadster, it's not speed sensitive, doesn't self centre well, and the most annoying bit is that MMC actually fit a slower rack so the turning circle is larger, which to me is utterly pointless
