The brake disc protectors are a semi circular tubular bar inboard of the wheel fitted inside and infront of the brake disc to protect pedestrians see picture below. My 2013 car had the plastic hubcaps disposed of by the dealer which were like wise to "protect" pedestrians from sharp edges
