Bloody ridiculous. Increased traffic density, travel time, etc and practically no effect on carbon emissions.
The article states that it's intended to reduce nitrogen compound emissions, not carbon. And there are loads of studies out there which prove that to increase overall traffic throughput a reduced peak limit improves average speeds, it's the whole principle of smart motorways as it reduces or eliminates the standing wave effect.
Could it be that you don't like this move because you like to drive fast on motorways?
