Closing on my action - I can confirm my March 2020 build US spec M3W has a 2-position light switch, which turns the headlamps off and on when the ignition is on, and just the tail lamps when the ignition is off.

Who knows why this switch should vary between two different US spec cars. Perhaps there are state rules that have to be complied with depending on where it was imported? Mine came in through Long Beach to Morgan West in Santa Monica, CA. Another Morgan mystery, there seem to be quite a few.
