Giles (Pandy) or a French resident may be able to verify this, i visited Paris in 2014 and parked right underneath the Eiffel Tower in the car park FREE, apparently @ July August they allow free parking i believe it is their school

I found a similar attiutude when sailing in France. Communities put on free entertainkment to attract visitors and had cheap marinas. There was no charge for anchoring - it was seen as a right. And tipyfying this when we arrived late once we tied up overnight at an empty private mooring because we could not see any other in the dark. Next morning the mooring owner turned up during breakfast and insisted on tying up elsewhere until we had finished breakfast and were ready to leave. In the UK we would have got legalistic abuse about using someone else's private property.

For some reason the atmosphere in the UK is a much more stressed and antagonistic " I've got my rights".
