If it's previously had a plate, then a new log book is easy to get. You may be able to get one from the chassis number.

I had an ex MOD Armstrong MT500 that I had to regsiter for the first time. If I remember, I had to get a dating certificate from the MT owners club, then get it insured and MOT'd (you can do both just on the chassis number). I then had to take all the forms (I'll try and find which one) to the local DVLA office (lucklily Northampton). After submission, I was then request to take the bike itself to the DVLA office where they inspected it to make sure it was kosher. Eventually I got a registration number for it.
