Yes - the reason is that the shock mounts on the bracket would otherwise not be inline with the lower ones on the U-bolt bracket. With the 4,5mm washer shim there is just a 2mm differences. The shocks slide in easily. If I Ieave all lower shims away it is a 6-7mm difference. This causes the shocks to be in an angle which doesn't look right.
