The pressure caps are used to elevate the boiling point of the coolant above 100degC.
1deg either side of the usual 15psi only has a small effect.
Going to 13 would slightly lower the boiling point and going to 16 slightly increase it.
You need to consider the ability of the system to cope with the slightly higher pressure.
