i had the same surprize when i bought my '89 Plus4 in the Netherlands.....the CoC was not valid in Belgium ! Seems Morgan only issued those for the "new buyers" country , at least in those years and not valid all over Europe .
Got it from Morgan dealer Belgium ( CoC and a riveted plate) . ( sorry , don't remember the cost )
