Yes they do. It could happen to any car. Even if the hazards work the reality is you could be stopped in a live lane of a Motorway with nowhere to go. The hard shoulder is to save lives no to be cheap 4th lane.
But don't forget that more people are killed on the hard shoulder than on the road !!! Motorways are inherently dangerous.
