Try Gott & Wynne for insurance, they don't require an immobiliser.
The noisw may well be the drivebelt hitting the tyre sidewall. There will probably be some marks if it is. Firstly check the rear tyre pressure it should be 25psi or slightly more. If that's OK then adjust the rear wheel alignment until there is a bit more clearance.
