How do you support this statement? I'd be interested in an example to feed back to my naysayer expert.

That I as an installer have to jump thru hoops to get a connection agreement with a DNO - if there was nothing going back to the grid then they (DNO) wouldn't bother getting me to complete pages of technical paperwork to make an application. I have to make an application for anything over 10.54 kWp on a three phase system which is a baby size system. Why would they impose export to grid limitations on my commercial installations if there was no export in first place?
Don't get confused with export to the HV (main transmission lines) and LV (all the substations and associated cabling to housing and industrial estates). I would agree that a negligible amount of generated PV will get to HV as it will all be consumed by the LV network.
