Think maybe one socket the same size as the bush but the other slightly larger to allow the bush to slide into it. If they are both the same size as the bush there will be no movement!
Personally, I would thread the new bush onto an even longer bolt, pass the rest of the bolt through the old bush, then through a piece of tubing or socket slightly larger in diameter, add a big washer and nut. As it is tightened it would pull the new bush in whilst at the same time pressing the old one out.
